Do I Need a Council Licence to Paint the Facade?
It depends on the municipality. Repainting a facade in the same colour and finish is usually handled as minor works, with a prior notice or a self-declaration to the town council. Changing the colour or finish may need a licence, and in historic centres or listed buildings the proposal usually goes to the heritage committee. If the scaffolding or platform takes up the pavement, you also need a permit to occupy the public road.
Approval at the Homeowners' Association Meeting
In a building under the Horizontal Property Law, the facade is a common element. Maintenance work, such as repainting to keep the building in good condition, is mandatory for the association: the meeting approves the budget and how the cost is split. Changing the colour or look of the facade alters a common element and usually needs a reinforced majority, generally three fifths of the owners representing three fifths of the ownership shares.
